Can A New Health Enrollment Row Be Inserted By Benefits Administration Even When Coverage Has Not Changed?

We are changing vendors and must send a coverage begin date as of the new Open Enrollment Plan Year. The medical plans are only updating when there is a change in the plan selected. Is there a delivered method to allow a new row even if new coverage is not selected?
