EAP: Cannot Post Voucher Marked for Closure with Denied Status (Doc ID 2093499.1)

Symptoms

After denying a voucher and then going to close it because it has already been posted, even though it has been marked for closure, it cannot be picked up by voucher post.

STEPS
1. Make sure Post Unapproved Vouchers is checked
2. Create voucher and submit for approval
3. Post voucher
4. Deny voucher using approver user
5. Mark voucher for closure
6. Try to post voucher

Voucher cannot be found in the search
