Why Does the VETS 4212 Submit Process (PER027c) Only Generate a TXT file?

Symptoms
When running the PER027C to output type file format as CSV, as required by the DOL, a TXT file is generated.
The issue can be reproduced at will with the following steps:
1. Navigation: Main Menu > Workforce Monitoring > Meet Regulatory Rqmts > VETS Reports > VETS Process
2. Run PER027 process
3. Navigation: Main Menu > Workforce Monitoring > Meet Regulatory Rqmts > VETS Reports > VETS Analysis
4. Run PER027B process
5. Navigation: Main Menu > Workforce Monitoring > Meet Regulatory Rqmts > VETS Reports > VETS Submit
6. Run PER027C process with the file format selected as CSV
7. Open process details, and click view Log/Trace File and note a TXT file is generated
