E-PUM/ DPK Tuxedo Domains and PIA Won't Create And Start

Symptoms
On : 8.54 version, PeopleSoft Update Manager
After importing the FSCM 9.2 PUM 16 OVA file without issue, the image was started for first time and all questions for networking and security were answered as normal. All seems fine.
It starts the database but when it gets to creating and booting the application server and process scheduler domains, they fail to create and boot.
Deleting the VBox image and re-importing produced the same issue every time.

The issue can be reproduced at will with the following steps:
1. Importing the VM appliance to VirtualBox.
