he Finalized amount is not correct in the Budget Plan page when the Budget amount is readjusted to 0 in Budget Detail page.

Expected behavior: The Finalized amount should be correct in the Budget Plan page when the Budget amount is readjusted to 0 in Budget Detail page.

The issue can be reproduced at will with the following steps:

1. Create a Project/Activity
2. Create a Budget Plan with 12 monthly periods and add Budget details. Add one Budget item and associate 10,000 to say the first period
3. Finalize the budget plan
4. Go To Budget details and make adjustment such that one of the budget for the first period is 0.
5. Go to the Finalize tab of the Budget Plan page and notice that the Total Budget Amount and Finalized amount are 0. The Finalized amount cannot be 0 as we have not finalized the budget plan after doing budget adjustments.
