Service Operation POST_HIRE_REQUEST Message goes to Error- 'Issue Date for 'xxx' Cannot be After Expiration Date' (Doc ID 2114451.1)

Symptoms

Issue with the Service Operation POST_HIRE_REQUEST.

The messages going to error with 'issue date for 'xxx' cannot be after expiration date'


1.) Navigate to Main Menu > Careers. While an applicant applies for Job Opening, he add a new License under Licenses & Certification details.

2.) Navigate to Recruiting > Find Applicants and click on Applicant Data and Add a new Application and Add same License under Licenses & Certification details.

3.) Now Hire the applicant as Employee.

4.) In IB Details of Info link we are getting the below error messages.

Errors:
Issue Date for "xxx" cannot be after Expiration Date (1500,214)
Error changing value. {Issue Date for "xxx" cannot be after Expiration Date (1500,214)}


Verified and checked both the issue date and verification dates both are not after expiration dates for the messages which went to error.
For all the HRS_PERSON_ID's, HRS_APP_ITEMS table has issue date and verification date which is not after expiration date.
Verification date is HRS_APP_ITEMS.EFFDT
Issue date is HRS_APP_ITEMS.JPM_DATE_1
Expiration date is HRS_APP_ITEMS.JPM_DATE_3
These fields are not in the xml file of the message. Based on HRS_PERSON_ID from xml, the message peoplecode fetches the data from HRS_APP_ITEMS and loads into JPM_PROFILE tables.
