E-FLUID: Classic Menu Navigation Displays Fluid Pages that Error in "You are not Authorized" (Doc ID 2115298.1)

Fluid mode is enabled. and classic menu navigation is not working as expected. When we access the drop-down menu, we are seeing Fluid pages that the user does not have access to. (Examples include Manager Self Service transactions, such as Transfer Employee) In most cases, the user has access to the Classic page, but not the Fluid page. However, it is forcing the user to the Fluid navigation, and they are receiving security errors. How is it that the user can navigate to a page that they do not have access to view? We would expect that it wouldn't show the Fluid content reference if the user didn't have access to it. We have confirmed that the user does not have access in the permission list AND also does not have access at the content reference. We are also noticing that not all users are having this problem.
