E-SES: After Successful Completion of Index Build, No Search Results are Returned Due to Insufficient Permissions for Call Back User

Even though the Index Build completes with no errors (based on the Process Monitor Message Log), it appears as though the index was not built properly, because all searches return no results.
Also, if running the Round-Trip Diagnostics test, it completes without errors. However, it shows that 0 results are returned for the Search (it should show 1 result). Example:
Note: If using SES 18.104.22.168 the Crawler log file name is "i1ds*.MMDDHHMM.log" and located in <SES>/oradata/ses/log
If using SES 22.214.171.124, the Crawler log file name is search.crawler.i*.MMDDHHMM.log and located in <SES_MIDDLETIER_HOME>//logs/crawler/crawler
