E-SEC: Password Sent Through Forgotten Password is Not Working

Forgot Password functionality is not sending the correct password to the user via email.
Steps to replicate:
1. Click on 'Forgot Password' link
2. Enter the ID and security question
3. Check email for new password
4. Enter the new password on the login page
5. The "Your User ID and/or Password are Invalid" error message is displayed.
