E-PORTAL: "This page can't be added as a favorite, because it is not registered in this portal." error when trying to Add to Favorites. (Doc ID 2133509.1)

Symptoms

Unable to add favorites, error received: This page can't be added as a favorite, because it is not registered in this portal. (95,5500). Contact your portal administrator.

Also notice that, after clicking Add To Favorites, a new page is displayed, with a blank description for the favorite. In a normal scenario, a pop-up window should appear.


STEPS
---------------
The issue can be reproduced with the following steps:
1) Go to any component (not in IH) via menu structure. For instance "Peopletools > Portal > Structure and Content"
2) Click on favorites menu, and select "Add to Favorites"
3) (Notice description is NOT populated.) Add a description and hit "OK" button
4) Receive message box that says:
  This page can't be added as a favorite, because it is not registered in this portal. (95,5500)
  Contact your portal administrator.


 

Note: This issue will also happen in the Drop Down Navigation is enabled in a 8.55 environment and add To Favorites is used form the Drop Down Navigation.
