Symptoms
Cannot insert new effective date for Mexico while in update mode.
When trying to insert new row while in Update mode, getting message that "Cannot change current or history records unless in Correction mode. (15,1) "
The issue can be reproduced at will with the following steps:
1. Go to Workforce Administration > Personal Information > Biographical> Modify a Person
2. Bring up employee
3. Go to Regional tab
4. Scroll down to Mexico flag
5. Insert new row
6. Get following error message
Cannot change current or history records unless in Correction mode. (15,1)
