Symptoms

When attempting to run a query which contains a left outer join and XLAT values, the following error occurs.

Error
------
"A SQL error occurred. Please consult your system log for details.
Error in running query because of SQL Error, Code=1799, Message=ORA-01799: a column may not be outer-joined to a subquery (50,380) "


Steps
------
The issue can be reproduced at will with the following steps:
1. Log in to PIA
2. Navigate to Reporting Tools > Query > Query Manager
3. Create a query containing left outer join and XLAT values
4. Run the query
5. Notice the error
