Scheduled email HR Notifications do not get sent.

The issue can be reproduced at will with the following steps:

1.) Navigate to Set Up HCM -> Common Definitions -> HR Notification -> HR
2.) Click Add a New Value
3.) Set Deliver Method to "Email and Notification"
4.) Leave Notification Category as "HR Notification"
5.) Click the Search Link next to the To field
6.) You can either search for Employee ID or Group ID.
7.) Select Desired Employee or Group and click OK
8.) Fill in Subject and Message fields as desired and then click Advanced
9.) In Advanced Options select Recurring Check Box
10.) Set Frequency as desired.
11.) Choose a Recurring End Date if desired.
12.) Click OK
13.) Click Yes to send a Notification Now
14.) Click OK on the send confirmation
15.) Click Process Monitor
16.) Click Refresh until Run Status and Distribution Status is Success and
Posted for HCSC_NOTIFY Process
17.) Upon checking email you WILL receive the initial notification, however
the Daily Recurrence Notifications after the first day do NOT get
