On : 9.1 version, Integration to HCM

ACTUAL BEHAVIOR
---------------
Journal Generator is not creating journals for HCM Payroll Encumbrance entries after upgrading to HCM 9.2

Entries are imported and appear in HR_ACCTG_LINE but nothing is generated.

EXPECTED BEHAVIOR
-----------------------
Journal Generator should create Encumbrance journals from HCM Payroll data.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Upgrade to HCM 9.2 from earlier version (do not upgrade FSCM)
  2. Run HCM payroll encumbrance journals
  3. Observe that data for Payroll encumbrance journals appears in HR_ACCTG_LINE
  4. Run Journal Generator for Payroll encumbrance journals
  5. The result is no journals are created and data is HR_ACCTG_LINE unchanged
