ETL 9.x Questions - Earliest Change Date (ECD) (Doc ID 2164823.1)

Goal

When changing an employees predefined work schedule, the system updates the ECD to equal to the begin date of the first absence taken after the prior work schedule effdt.
Please explain why the ECD is updated this way?

 

1. In the example above, the time admin process is reprocessing reported time going back from the 23/06/2012 which has already been sent to payroll, resulting in some exceptions (due to configuration) and different payable time generated (some reversals due to rule changes).
Why does this happen?

2.Is there a way to avoid this?

3. should the ECD be updated when you inactivate a time reporter?
