Symptoms
In an Education and Government environment, when entering elections for an overage dependent, the COBRA Administration Component Interface errors.
ERROR

All Contract Employees must have an Employee Type of 'Salaried'. (1500,60)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the COBRA Administration process with Process overage dependents checked
2. Enter elections for a Dependent associated to a contract pay employee
3. Run the COBRA Administration process to finalize the event
