E-FLUID: "First operand of . is NULL" PeopleCode Errors on Fluid Homepage and NavBar (Doc ID 2172901.1)

Symptoms

 There are couple bugs opened recently for a "First operand of . is NULL, so cannot access member Len." PeopleCode error in various methods of the UniNavLandingPageHandler App Class in HCM PUM 17  databases. As reported, this error happens only to certain users, when they tries to access fluid homepage or NavBar, but not to super users like PS. The complete error message looks like below
