E-QR: Queries Run To Excel Slow With PSQRYSRV Enabled (Doc ID 2173622.1)

Symptoms

When attempting to run PS Query reports to Excel the users are noticing slowness only on PQRYSRV. With the PSQRYSRV services enabled, queries run to Excel take at least 90 seconds longer to return than the PSAPPSRV services.

The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Reporting Tools > Query > Query Viewer
3. Click the Run to Excel
4. The issue happens
