eBenefits: When Employee Adding Dependent National Id Primary Nid Flag Not Being Checked (Doc ID 2174048.1)

ACTUAL BEHAVIOR
---------------
When employee adding dependent national id primary nid flag not being checked for the dependents that didn't have an NID until the moment.

EXPECTED BEHAVIOR
-----------------------
As per the legislative regulations if a person has one or more NID added in the application one of them must be set as Primary, therefore it is expected that when an NID is added for one of the dependents that didn't have one the Primary flag to be defaulted to Y.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have an employee with a dependent (Newborn Child most common) that has no NID inserted in the Application
2. Navigate to Self Service > Benefits > Dependent/Beneficiary Info and edit the dependent adding them an NID
3. Note that the Primary flag is not defaulted to Y though it should have been considering that this is the only NID added in the application
