Symptoms
After upgrading to Peopletools 8.55, when we run Benefits Administration, we are getting the following error:

Elig-rules-id Not Found: XXX .
ERROR EMPLID=XXX ,EMPLRCD#= 0
Application Program Failed
In Pgm Section : SET-INDEXES

The issue can be reproduced at will with the following steps:
1. Run Benefits Administration process. Navigation: Benefits > Manage Automated Enrollment > Events > Run Automated Event Processing
