Issue Statement

Customer has an AE program calling the Component Interfaces, CI_PERSONAL_DATA, CI_JOB_DATA_EMP and CI_JOB_DATA, using an Application Engine program.
This application engine program has "Restart Disabled".
Recently, they began getting the below error
"Error committing work. The host environment could not complete the CommitWork() function." very frequently in production.
If they restart the program, it runs without issues.

Steps To Reproduce:

1. Create the custom AE program
2. Run the AE
