EGL: Definition CFX0001 could not be found. (241,11) Error when upgrading to 9.2 (Doc ID 2212286.1)

PeopleSoft Enterprise FIN General Ledger - Version 9.2 and later

Symptoms

Customer is upgrading to 9.2 and is at at the step where they Select Set Up Financials/Supply Chain -> Common Definitions -> Design ChartFields -> Reports -> Configuration Steps. AND THEN Run the Configuration Steps report for CF Configuration ID: INSTALL_PRODUCT. When they try to do this, they are getting an error message as noted below:

Definition CFX0001 could not be found. (241,11)
Use the lookup functionality to select a valid value.
