Symptoms
This may be a specific Senario where LDAP is used to log in and the ENCRYPTED filed on the PSOPRDEFN record was set to '0' when there was already an encrypted password and salt for the specific user . What occurs is even if the password is changed via the application (PeopleTools > Security > User Profile) the user is not able to authenticate using their PeopleSoft password.
