Cancelling the Only Requisition Line is Cancelling the Purchase Order (PO) (Doc ID 2217020.1)

Symptoms

Users are able to cancel lines through the Requisition Life Cycle. They are not supposed to be able to cancel the line if it is the only active line on the req. Per PeopleBooks:

"You can cancel a requisition that has been sourced to a purchase order. If the cancellation completes budget checking and workflow approval, then the system creates a change request for cancelling the corresponding purchase order lines. However, a requisition line cannot be cancelled if it is associated to the only active schedule line on a purchase order."

Steps to reproduce the issue:

1) Create a 1 line req (Navigation: eProcurement > Requisition)
2) Approve and source the req to a PO
3) Dispatch the PO
4) Go to manage req and cancel that line (Navigation: eProcurement > Manage Requisition)
5) Approve the change request (Navigation: eProcurement > Approve Change Requests)
6) Run po_pochng
7) After the process completes review the po, it is pending cancelled, it should not be cancelling the PO.
