Correction of Rows in Base Benefit Tables Triggers Error: Cannot change current or history records unless in Correction mode. (15,1) (Doc ID 2220887.1)

Symptoms

A user who does not have security access for Correction mode enters and saves a new row on a Base Benefit enrollment table for a Plan Type that either enrolls dependents or requires beneficiaries. That row can be changed or deleted if the user has not yet left the page but only if no dependents/beneficiaries are added; if an attempt is made to enter dependents/beneficiaries, the following error occurs:

ERROR
-----------------------
Cannot change current or history records unless in Correction mode. (15,1)
You have attempted to change a record that is effective dated, and the record contains an effective date that makes it either the current record or a historical record.
Either use the Add (+) button to create a new record with a future effective date, or change your mode to Correction.

STEPS
-----------------------
1. Insert a new effective-dated row in Health Benefits enrollment (Navigation: Benefits > Enroll in Benefits > Health Benefits).
2. Save record.
3. Attempt to change the record.
