COBRA OVG Patch 19607393 not Working For DOB First Day of the Month (Doc ID 2232272.1)

The Patch 19607393 from Bundle 19 was applied:

Patch 19607393 modifies Dependent Rules Table to add new setup for COBRA Overage Period Begins where user can select either 'On Event Date' (e.g. Overage Birthdate) or 'On Month Begin After Event Date'. To process this new setup, the following objects are also modified: PSCDEFN.cbl, PSPBATBL.cbl, PSPBATBL.dms, PSPCOBRA.cbl and PSPCOBRA.dms. This resolution also fixes 'Benefit Program/Event-dt Not Found' error when employee terminates and hired in new employment instance with different Benefit Program."

The process works as expected for most of the scenario except when a dependent turns overage on a first day of a given month.

For example:
It works well/as expected if If a dependent's date of birth was 02/08/1991. Turns 26 on 02/08/2017. COBRA Overage Period Begin on 03/01/2017.
