E-UPG Error On Step Running Security Tool

Symptoms
On : 8.55.11 version, Update from FSCM image 5 to FSCM image 21, running the security tool shows component interface not found error for all components.

Upgrade error on step Running Security Tool,every component to be imported errors out with following
Message Set Number: 19100
Message Number: 508
Message Reason: WARNING: Unable to open component interface. (19100,508)
Processing permission list EPEX2000: PAGE EX_ADMIN_EXPENSE_FL EX_WALLET_HIST_FL - 23588993 (19100,518)

STEPS

The issue can be reproduced at will with the following steps:
1. Using a non super-user account (i.e. non PS) for the target database within Change assistant try to update from FSCM Image 5 to Image 21
2. Run the step for security tool
