Symptoms
When submitting files to IRS, they were initially accepted with errors and when trying to correct the errors IRS rejects the transmission with error.

If Form 1094C checkbox 'AuthoritativeTransmittalInd' is checked, then 'TotalForm1095CALEMemberCnt' must have a non-zero value
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Original Files ACA Files and submit them to IRS
2. They get accepted with errors related to the Employer part
3. Correct the employer data and resubmit to IRS the files generated
4. Note that IRS rejects the transmission with the error mentioned
