PeopleSoft HCM Update Image #23 will deliver a major Payroll for North America product enhancement to expand the U.S. field TAX_CLASS from 1 to 3 characters in length.

 Can we apply Tax Update 17-C from HCM Image #23 without the Tax Class expansion changes?
 Will we need the changes delivered in Tax Update 17-C in order to run Year-End for 2017?
 We are behind on applying Tax Updates, what should we do?
 In the Tax Class Expansion documentation, we found 2 spreadsheets: TCE_TaxUpdate_Objects and TCE_NonTaxUpdate Objects. When defining our Change Package with Tax Update 17C, the patches in TCE_NonTaxUpdate objects are not included. Do we need to pull in these patches as well?
