Symptoms

eProcurement Requisitions are displaying inactive item categories and allow selection.

Steps to Reproduce the Issue:
1.Item Category (Code FEES is set inactive)
2.Create Requisition through eProcurement>> Requisition
3.Select 'Special Request'
4.Click on the 'Category' search for 'Item Details' 
5.Look up category by expanding 'Browse Category Tree'
6.Expand the folder for the supply catalog.

Actual Results
Once expanded, the inactive category (FEES) can be selected but it cannot be added to the cart.
In version 9.1 the inactive item category would not be displayed therefore could not be selected.

Observation: For the categories that are inactive, only the numeric code is displayed.  For active categories, the description is displayed.
