Symptoms
There are 4 Employee Records with 2 Wage Loss Plans being combined on one cheque
There should be 2 cheques for the 2 different WLPs
STEPS

The issue can be reproduced at will with the following steps:
1. give employee 4 jobs
2. put them in 2 different WLPS
3. run a payroll
The issue has the following business impact:
Due to this issue, users cannot produce correct T4s or pay taxes accurately
