Batch Refund Running Slow

Symptoms
Batch refunding at one campus SOMETIMES run exceeding slow. Sometimes at that campus they run without issue. The issue is intermittent and sporadic.
At other campuses Refunds run without issue continually.
The problem seems to be confined to refund run controls at the one campus that process financial aid parent loans as well as regular student refunds.
SFPREFND_S_BOTMAAI or SFPREFND_S_FAATAAI have been implicated as the slow running statement.
Refunds normally run in a few minutes, at random times they will take hours .......for no apparent reason.
The issue can be reproduced at will with the following steps:
- Student Financials > Refunds > Create Batch Refunds.
