E-PIA: "Cookies must be enabled" Error on iPhone when Using Custom Portal to Log into PeopleSoft

Symptoms
When using a URL that points to the Fluid homepage, the user gets "You must have cookies enabled in order to sign in" when adding the page to the iPhone home screen. The issue does not occur when pointing to the signon.html page.
ERROR
-----------------------
You must have cookies enabled in order to sign in to your Peoplesoft application.
Return to sign in with cookies enabled. If your attempt fails, please contact your system administrator.
REPLICATION STEPS
-----------------------
The following steps are used to replicate the issue:
1. Use the following link and open it in Safari browser on mobile: http://..../psp//MOBILE/ERP/c/NUI_FRAMEWORK.PT_LANDINGPAGE.GBL
2. Click to add this page to the "Home Screen"
3. Close the browser
4. Click on the icon added to the home screen
5. Observe the error
