Pell Fails Validation with Edit 9129 for Non-Standard Award Period (Summer) When Academic Period Budget is Zero (Doc ID 2274247.1)

Symptoms

When attempting to package Pell for the non-standard award period/summer term - most typically trailing summer - the item type fails validation with edit 9129, Aggregate Limits Reached for Federal Programs. The issue is usually seen for just a few students, not all.

In these cases, the Pell is expected to be awarded, as the aggregate limit has not actually been reached. 

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package.
  2. Manually add Pell item type for the expected amount, or leave the amount 0 and let the system calculate. 
  3. Validate.
