On PeopleSoft 9.2.20
Issue

The employee did not have an exception generated on the timesheet.
Steps to Replicate
-----------------------------------
1. "Real Time Rules" flag is not selected on Time and labor Installation page.
2. Employee submits time.
3. An exception should have been created after submit button with exception source 'TS' but it doesn't.
