EAP: Pay Cycle security is not working on the Payment Inquiry page (Doc ID 2283351.1)

Symptoms

Issue:
====================
No Pay Cycle security on Payment Inquiry page
There are 2 issues about Pay Cycle security as below:
1. Pay Cycle field search criteria - all Pay Cycles are shown on the search results even if setting security
2. Payments in search results - It is possible to see other Pay Cycles than having access in the Payment Inquiry Results.

Step:
====================
1. Verify there is no Row Level Security activated on DEMO.
2. Verify it is possible to search all Bank SetID’s
3. Verify it is possible to search all Remit SetID’s.
4. Verify it is possible to search all Pay Cycles.
5. Going to activate Row Level Security on Perm. List Level, for BU, Setid and Pay Cycle.
6. Run the Apply Security Setup process.
7. Verify it is possible to search no Bank SetID anymore.
8. Verify it is possible to search no Remit SetID anymore.
9. But it is possible to search all Pay Cycles.
10. Verify user VP1 that has Row Security Permission List ‘ALLPAGES’.
11. Give ALLPAGES access to SetID SHARE.
12. Give ALLPAGES access to Pay Cyle (i.e. W001).
13. Verify it is possible to search SetID SHARE only.
14. But it is possible to search for all Pay Cycles.
15. When leaving the Pay Cycle Search Criteria empty, it is possible to see Pay Cycle "LL1" in the Payment Inquiry Results, although we only have access to "W001".

====================
No Pay Cycle security on Payment Inquiry page
There are 2 issues about Pay Cycle security as below:
1. Pay Cycle field search criteria - all Pay Cycles are shown on the search results even if setting security
2. Payments in search results - It is possible to see other Pay Cycles than having access in the Payment Inquiry Results.

Expected Behavior
====================
Pay Cycle security should behave on Payment Inquiry page.
1. Pay Cycle which have access should be returned to on the search results.
2. Only payments which Pay Cycle has access should be shown on the Payment Inquiry Results.
