Missing Direct Reports after Running Direct Reports Tables Build Process in Incremental Build Mode

Symptoms
The Direct Reports Tables Build Process, HR_DRPT_BLD, using Incremental Build Mode is wiping out direct reports. The Full Build is working correctly.
However, the same data should be stored in the Direct Reports tables when either full or incremental build mode is used.
The issue can be reproduced at will with the following steps:
1. As Manager, Navigate to My Team and note Direct Reports present
2. As Administrator, run Direct Reports Tables Build process using Incremental Mode
3. As Manager, go back to My Team and note no Direct Reports are displayed
