Hyphen (-) is not inserted to Postal Code for Japan automatically

Goal
We found behaviors on converting the postal code format for Japan are different between HCM9.2 PUM Image 22 and HCM9.1 Bundle#10.
HCM9.1 Bundle#10:
When entering like "9999999" into the Postal Code field and hitting the enter key, it will be converted to like "999-9999".
HCM9.2 PUM Image 22:
When entering like "9999999" into the Postal Code field and hitting the enter key, it is NOT converted to like "999-9999".
Why that behavior was changed? Is that a defect?
