Item Load 'IN_ITMLOAD' Error 'Record Already Exists: Add Not Allowed' when Adding Location or UOM (Doc ID 2306078.1)

Symptoms

Error 'Record Already Exists: Add not Allowed' is returned by the IN_ITMLOAD process when attempting add a new vendor location for an existing item vendor, or when you try adding a new UOM to an existing Location.

The issue can be reproduced at will with the following steps:

1. Create a new item 10000X from 10000 without any Item-Supplier relation
Navigation Items > Define Items and Attributes > Define Item  
2. Load data with Excel to CI (Document 641274.1)
Action = CREATE
CI name = IN_VND_ITM_XLS
3.Run item load (IN_ITMLOAD) process: 1 transactions selected for processing; 0 transactions were rejected due to validation errors.
Navigation Items > Define Items and Attributes > Define Item
4.Item - Supplier was created
5.Add a new location SALES to the same item - supplier 10000X / SCM0000001
Navigation Items > Define Items and Attributes > Define Item  - Purchase Items Attributes link > Supplier Relationship tab
Notice the error: 1 transactions were rejected due to validation errors.
6.Check error
Navigation SCM Integration > Transaction Error Handling > Approve Item Exceptions

Record Already Exists: Add not Allowed

If try with Action  = UPDATE the system returns again erros in the Item Loader application engine message log:

1 transactions were rejected due to validation errors.

In Transaction Error Handling appears error:

Transactions exist in stage for this item that were received prior to this one.
Record Already Exists: Add not Allowed
