Applying a change package from HCM Update Image 23 fails at the step "Comparing ADS MO Project from File" fails. Errors logged-

Error: User does not have access to the records of the data set definition ACTIVITY_GUIDE_ITEM (257,311).
The above error message may appear for every data set, not just activity guide item.
Change Assistant log will show-
