Onboarding Triggering Email and Adding Employee Role to Employee When User Profile Already Exists Without Configuring Onboarding for Use

Information in this document applies to any platform.
As delivered, without configuring Onboarding for use, the Onboarding email is being sent and Onboarding employee role is being added to employee when user profile exists.
The issue can be reproduced at will with the following steps:
1. Navigation: Workforce Administration>Personal Information>Add a Person - hire a person. On Organizational Relationships tab, check employee but do not add employee instant.
2. Copy userid <USERID>. Update email address and emplid to new employee added in step 1. Notice employee doesn't have the OnBoarding Employee Role
3. Navigation: Workforce Administration>job Information>Add an Employee Instance. Complete adding the employee instance and Save.
4. OnBoarding email is received and OnBoarding Employee role has been added to employee.
