Symptoms
On : 8.55 version, Change Assistant
When applying Change Package with Change Assistant, when the Change Assistant calls the DataMover (psdmtx.exe), if the user's password contains an ampersand (&) the job errors as follows
ERROR

Message Reason: Invalid User ID and password for signon. (0,0)
PSDMTX Error: signon
'3' is not recognized as an internal or external command,
operable program or batch file.
Invalid User ID and password for signon. (0,0) PSDMTX Error: signon
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use Change Assistant to apply maintenance to a target
2. Specify the maintenance UserId e.g. PS or VP1, that has an ampersand (&) in the password field
3. Observe the error as reported
