User getting below error while running encryption - hmac_sha256_generate

Parameter is invalid for algorithm hmac_sha256_generate. (211,503) CRYPT_WRK.SELECT_FLAG.FieldChange PCPC:251 Statement:4
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to CS application and Navigate to 'Peopletools > Security > Encryption > Algorithm Chain"
2. Add Algorithm ID as: 'hmac_sha256_generate' and sequence '1' and save
3. Navigate to 'Encryption > Algorithm keyset' and entered key value as 'key'
4. Navigate to 'Encryption > Encryption Profile' and select Encryption Chain ID and enter parameter name 'SECRET KEY' and value as 'TEST'
5. Navigate to Encryption > Test Encryption Profile' and enter encryption profile id i.e. 22 and Run Encryption Profile.
6.It failed with error "Parameter is invalid for algorithm hmac_sha256_generate. (211,503) CRYPT_WRK.SELECT_FLAG.FieldChange PCPC:251 Statement:4'
