No Address Record Created for Non-Employee COBRA Participant

When a dependent becomes eligible for and elects COBRA coverage, a POI COBRA Participant ID (EMPLID beginning with 'C') is created, but no address record is created if the employee's most current Address record is not for the
Address Type that matches the one on the dependent record.
1. Run COBRA Administration process (Navigation: Benefits > Administer COBRA Benefits > Manage Automated Participation > Qualify Event/Proc Enrollment).
