E:DPK - Can a particular UID be assigned to an admin Accounts during DPK Install (Doc ID 2355486.1)

Goal

Qn1:you like to know if there is a way to assign particular user ID's and Group Identifiers to particular accounts and groups during the execution of the PeopleTools DPK, Or would the DPK install process still work if you create those accounts prior to deployment the PeopleTools DPK
 
Qn2:you like to know if the users HAVE to be created as local users on the server in order for the DPK install to work?
