'No direct reports' displayed on Absence Balance and My Team (Doc ID 2374702.1)

When accessing the fluid Absence Balance page, or the My Team page, it shows that the manager has 'No direct reports'.

However, when the Invoke Direct Reports API for the corresponding Access Method is used, there are 4 employees displayed for the manager.

The 4 employees reporting to the manager should be displayed when they accessing Absence Balance or My Team pages.

The issue can be reproduced at will with the following steps:
1. Click the Team Time tile on the Manager Self Service fluid home page, then click Absence Balances on the Team Time page.
1. Click the My Team tile on the Manager Self Service fluid home page.
2. Note 'No direct reports' is displayed.

The issue has the following business impact:
Due to this issue, users cannot perform manager transactions for their direct reports.
