GP ABMGT: "No Direct Reports" Error Message Displayed When Manager Attempts To View Absence Balances for Direct Reports

Symptoms
When accessing the Fluid Absence Balance Page or the My Team page, it shows that the manager has below error.
Steps to reproduce:
1. Click the Team Time Tile on the Manager Self Service Fluid Home Page, then click Absence Balances on the Team Time page.
OR
1. Click the My Team tile on the Manager Self Service Fluid Home Page.
2. Note the error: 'No direct reports' is displayed.
This prevents managers from requesting absences and performing other self service related tasks for their direct reports.
