EOEN_ALERT Process Not Generating Emails As Expected (Doc ID 2377096.1)

Symptoms

Create an alert looking at a User List from a query but not receiving any emails. 

Steps to reproduce the issue:

1.Created Query for Alert

2.Run PS Query > Query produces results

3.Created query for user list which fetches both the OPRID and the email address

4.Run Query > Query returns results

5.Created Query based User List

6.Go to Enterprise Components > Events & Notifications> Alerts > Alert Definition

7.Created Alert and all the pre- requisites

8.Set Recipients Source = Userlist and Enter Userlist which created in above step

9.Run the alert to success

10.Receive an email, but not the email as expected

11.Navigate to the notification Dashboard and User can see that it ran but no email address associated on Notification detail page

11.Tried run an identical alert with the user ID (Set Recipients Source = UserID)

12.Run the alert and receive an email as expected

13.User can see email address associated on Notification detail page.
