ETL9.2 - Approve Reported Time Page timing out when searching for all employees (Doc ID 2390015.1)

Symptoms

When using the Approve Reported Time or the Approve Payable Time page, the search is taking a long time to complete when searching for all employees. Checking the SQL in the database, it can be taking over 20 minutes to complete.

When selecting the Exceptions on Approval Time and Exceptions page and there is a large volume of exceptions, the page is times out.

  
The issue can be reproduced at will with the following steps:

Scenario#1:

a. Navigate to Approve Reported Time page.
b. Change "View By" field to "All Time Before" and enter a date to search with.
c. Click the 'Get Employees' button.

Scenario#2:

a.  Navigate to Manager SS > Time Management > Approve Time and Exceptions page > Exceptions
b. Don't enter anything on the filter
c.  Click the 'Get Employees' button to see 22000 exceptions that created by TimeAdmin.
d.  It just keeps spinning for about a minute or so and eventually returns a blank grid
