Onboarding Template Assignment - Triggers Not Being Enforced

Goal
Create a template assignment for employee's that have a Secondary job.
When testing the demo template assignment page works it correctly; however, when using the real Template Assignment page it does not work.
On creation of a Job record, the OnBoarding event creates an OnBoarding Trigger for the employee when the Action is Hire or Rehire.
Then it executes the Template Assignment rules and assigns an OnBoarding Template to the trigger based of the setup.
The template was configured with the Template Assignment with only 1 row, so the template will be assigned to the trigger ONLY if this 1 condition is met, otherwise no template will be assigned to the trigger.
The condition is:
Job Indicator = P and Company = GBL and Pay Group = KLL and Action = HIR
