ACA: Whole Year Retiree ACA Form Data Coming Incorrect 1H/2C (Doc ID 2408336.1)

Symptoms

Full year retirees came back to work on an employment agreement, this employment agreement job is not benefit eligible . They receive their benefits from retirement, which is a self insured plan. But
their form data coming wrong . Instead of 1G/2A , They get 1H/2C.

Empl Rec 0, Ben Rec 0 -- Active in HR and Benefits, assigned to Benefit program AA but not enrolled in any medical plans.

Empl Rec 1, Ben Rec 1 - Inactive in HR and Retired in Benefits but Benefits Enrollment shows that this EE is enrolled into Medical Plan within Benefit program RR for Retirees.

It seems like the system is creating the form for Active Job for this EE and not Retiree record.
